Driving Digital Transformation in Health and Social Care: Responding to TechUK’s Recommendations

We are pleased to see TechUK issue their nine recommendations for driving digital transformation in health and social care. Their proposals around Protect, Organise, Prepare, Accelerate, Foster, and Address align closely with the priorities outlined in our own manifesto, reflecting a shared vision for innovation and integration moving forward.  

Protect and invest in the digital transformation of health and social care  

TechUK highlights the critical need for continued investment in digital transformation, we think this is particularly important when it comes to cyber resilience. As cyber threats become increasingly sophisticated and varied, it is vital to build on the investments already made, ensuring the health and social care sector remains protected. While progress has been made in improving cyber maturity, there is still much to do to safeguard the sector especially as attacks increase and grow more varied and sophisticated.  

Organise the data landscape 

Effective data integration is essential for bridging the gap between health and social care. While the government’s work on the Social Care Interoperability Platform (SCIP) is a step forward, the absence of a unified data standard risks undermining the potential for digital tools. By speaking a “common language” through data, we can better integrate services and improve outcomes for those who rely on care. 

Prepare for Artificial Intelligence 

AI presents exciting opportunities for social care, but responsible use is essential. As regulation often lags behind innovation, proactive measures are needed to help providers make informed decisions. Assurance frameworks are key to ensuring the quality, ethical use, and reliability of AI technologies. 

We collaborated with the Care Workers Charity this year to produce guidance and a statement on the Responsible use of AI in social care. Our Project Lead Katie Thorn shared: 

“The launch of the care workers’ guidance is an important step in ensuring AI uplifts, rather than replaces, person-centred care. Digital Care Hub is proud to advocate for responsible AI practices that prioritise dignity and well-being.” 

Accelerate Digital Transformation in Social Care 

Our partners at the DHSC’s Digitising Social Care Programme have made significant investment in digital shared care records (DSCR’s). Social care engages other areas, for example, with local authorities, education, and other government areas and so digital transformation must be viewed holistically with expanding assurance frameworks to encompass a broader range of software solutions would further empower providers to adopt high-quality, secure technologies confidently. 

Foster Integration Across Health, Social Care, and other Public Services 

The fragmented experiences many face in health and social care highlight the need for better integration. Technology and data offer powerful tools to reduce friction and improve outcomes. We support efforts to deepen this integration, as the benefits for individuals and communities are clear. 

Address the Gap in Digital Skills and Leadership 

Low digital literacy remains a challenge in the social care sector, making accessible training and resources crucial to meet the needs of the workforce. As the official partner of the Data Security and Protection Toolkit (DSPT), we provide free training to care providers, helping them build the skills needed to adapt to the rapidly evolving world of technology and improve outcomes across the sector. 

Closing the Gap Between Health and Social Care 

We are particularly encouraged by TechUK’s call for parity of esteem between health and social care. Recognisng safe, supported rollout of digital as a vital part of the health and social care ecosystem is an important step toward achieving transformative outcomes. We stand in support of TechUK’s recommendations and look forward to continuing our work to drive digital innovation in the sector.
